The Municipal Authority of the Borough of Saxonburg was incorporated in 1957. In 1958, the Authority constructed its existing Wastewater Treatment Facility (WWTF) located in Jefferson Township. In 1979, the Authority changed its name to the Saxonburg Area Authority. The Authority is a Municipal Authority as defined by the Pennsylvania Municipal Authorities Act of 1945. The Authority currently provides sanitary sewer and/or water service to approximately 1,180 customers in Saxonburg Borough, Clinton Township and Jefferson Township. In 2003, the Authority planned an expansion to provide sanitary sewage service to Middlesex Township, Penn Township and additional portions of Jefferson Township. This expansion will provide sanitary sewer service to approximately 1,900 new customers. Nine Authority Board Members, from each of the five municipalities served are responsible for the overall direction and policy decisions of the Authority. The Authority’s staff is responsible for the daily operations.

The Authority is a self-contained body addressing all operational functions through its administrative and operations and maintenance staff. The Authority employs a Controller who is responsible for all financial activities of the Authority, a full-time Professional Engineer who facilitates the design criteria for the existing system and the development of the system and a Field Operations Manager who oversees the external crew members who operate and maintain the potable water and sanitary sewer systems and performs general maintenance. The Authority has also hired an Assistant Project Manager for the proposed project, who will be the liaison between the Authority’s Engineer, the design engineering firms and the customers within the new service area. All invoices and payment collections are processed through the Authority’s Billing Department as are all service calls.

The SAA currently maintains a WWTF, two Sewage Pumping Stations, a Water Treatment Facility, four Water Storage Towers, three water wells, and 60 miles of water and sewer mains.
